Synopsis of Minutes of July 13, 2021
Township Board Meeting
A Township Board Meeting of the Charter Township of Garfield was held on Tuesday, July 13, 2021, beginning at 6:00 p.m., at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, Michigan. The meeting was called to order at 6:00 p.m. and the Board transacted the following business:
- Public Comment – Brad Oleson commented on water infrastructure for acreage owned by the Oleson Foundation
- Approved amended agenda after adding discussion of Mobile Medical Response (MMR) Reports under 7b. Unfinished business and adding “and Township office parking lot” to item 8b. Consideration of bids for resealing Silver Lake Recreation Area (SLRA) parking lot.
- Approved the June 22, 2021, Board minutes as presented
- Removed item 3b. Bills from the Consent Calendar and approved Consent calendar as amended.
- Discussed item 3b Bills and approved as presented
- Received the County Commissioner’s report from Brad Jewett
- Received the Sheriff’s report from Lt. Chris Oosse
- Received the Personnel Report from Chris Barsheff and approved hiring of Abigail Simon for the Appraiser position
- Received the Planning Department monthly report from John Sych
- Received the Parks & Rec report from Derek Morton
- Received the Clerk’s report from Lanie McManus
- Received the Supervisor’s report from Chuck Korn
- Received information on marijuana ordinance considerations to allow for a safety compliance facility in the Township
- Discussed MMR reports
- Approved Resolution 2021-20-T, a Performance Resolution for Municipalities
- Board awarded resealing SLRA parking lot and drive and Township office parking lot to Black Magic for a total bid of $15,235
- Board approved distributing monies to the Community Foundation for the maintenance of the Boardman Lake Loop Trail
- Approved appointing Amy DeHaan to the Joint Planning Commission for a 3-year term expiring on May 14, 2024
- Public Comment – Julie Clark with the Tart Trail and Penny Hill from the City of Traverse City thanked the Board for their support and welcomed the Board to the ribbon cutting for Phase I on Thursday, July 22 at 4:00 pm at the NMC University Center trailhead
- Other Business – Denise Schmuckal recommended the Township Board have a study session to discuss the American Rescue Plan Act relief monies. Also, explained Chuck Korn’s and Chris Barsheff’s roles in serving as ad hoc members of the Grand Traverse Economic Development Corporation (EDC) to sponsor the Meadow Valley Senior Living (fka Oakleaf Village) tax-free revenue bonds
