Synopsis of Minutes of August 22, 2017
Township Board Meeting
A Township Board Meeting of the Charter Township of Garfield was held on Tuesday, August 22, 2017, beginning at 6:05 p.m., at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, Michigan.
The meeting was called to order at 6:05 p.m. and the Board transacted the following business:
- Public Comment – None
- Approved Minutes from August 8, 2017, Township Board meeting.
- Korn declared a conflict of interest in item 8.b., a resolution of Intent to create a Special Assessment District for reconstruction of Heritage Way Entry Road and was recused from participating in that discussion. Amended the agenda by adding item 6.f. Personnel Committee report.
- Approved the amended Agenda.
- Removed item c. MTT Update from the Consent Calendar and moved it to item 4.a. under Items Removed from the Consent Calendar and approved the Consent Calendar as amended.
- Amy DeHaan explained the MTT Report and the board received and filed the report.
- Received a Construction report from Jennifer Hodges of Gourdie-Fraser.
- Received the G. T. Metro Fire report from Chief Pat Parker.
- Received the County Commissioner’s report from Tom Mair.
- Received the Clerk’s report from Lanie McManus.
- Received Supervisor Chuck Korn’s report.
- Received the Personnel Committee’s report regarding the Appraiser position which will be filled by Hilary Alpers and approved advertizing for an office coordinator.
- Held a public hearing on the rezoning of 30 acres at the Northwest corner of LaFranier and Hammond Road, approved the Findings of Fact and approved the rezoning from A Agricultural district to R-3 Multi-Family Residential district, without restriction. The Board directed staff to prepare a resolution adopting the rezoning.
- Approved Resolution 2017-18-T, a resolution requesting that the Department of Natural Resources conduct a public hearing to inquire into the need for special watercraft controls on Silver Lake.
- Agreed with the Parks and Recreation Commission to not pay the invoice of CJLP invoice.
- Chief Pat Parker gave an overview of the 2018 GT Metro Fire budget and set a public hearing for September 12, 2017.
- Approved Resolution 2017-19-T(a), a resolution of Intent to create a Special Assessment District for the Reconstruction of Heritage Way Entry Road and set a public hearing for September 12, 2017.
- Awarded the bid for the Buffalo Ridge connector trail to R. W. Popp Excavating, Inc.
- Awarded the bid for Kid’s Creek Demo and Removal of Mill Structure to Alper’s Excavating Inc.
- Approved the bid of Surfaces, Inc. for exterior building repairs.
- Approved a Water and Sewer Agreement with Farm Lane Properties, LLC
- Public Comment – None
